Double down if the dealer shows a 5 or a 6.

Otherwise take a hit.

Reasoning

You would never stand on this hand because it's just a terrible total to have, and even if you get dealt a ten, you have the same total you started with. Anything less than a ten (except a 9, or an 8 or 9 when playing the soft 14) is going to improve your hand.

And if the dealer has a 5 or a 6, then she's got an excellent chance of going bust, so doubling down is a great move here. The chances of improving your hand are excellent, and the chances of the dealer busting even if you don't improve your hand is also good.
